President and CEO of Starbourne Communications Design, Rex Brooks is a graduate of the University of California Berkeley. His career in Advertising led to wider interests in    Communications Design, combining technologies in print, film, video, multimedia and the worldwide web to improve the art and science of communications. &lt;br /&gt;
&lt;br /&gt;
Ongoing interests include applications of Computer Technology in communications design, applying concepts from Psychology, Sociology and Advertising in the area of Semantics and Semantic Interoperability for the purposes of improving communications in both human to human and human to machine communications. This focus includes participation in the Organization for the Advancement of Structured Information Standards (OASIS) in several OASIS Technical Committees, the Ontolog Forum and the National Center for Ontological Research (NCOR) as co-chair of the NCOR Committee on Ontology for Health Informatics. &lt;br /&gt;
&lt;br /&gt;
Rex is a co-founder Humanmarkup.org, Inc. a 501 (c)(3) Non-Profit Corporation which he serves as Executive Director. Rex serves as co-chair of the OASIS Emergency Messages and Notifications Subcommittee of the [http://www.oasis-open.org/committees/tc_home.php?wg_abbrev=emergency Emergency Management Technical Committee] (TC). He chairs the  [http://www.oasis-open.org/committees/tc_home.php?wg_abbrev=humanmarkup HumanMarkup TC],  is a member of the [http://www.oasis-open.org/committees/tc_home.php?wg_abbrev=ihc International Health Continuum TC], as well as the [http://www.oasis-open.org/committees/tc_home.php?wg_abbrev=wsrp Web Services for Remote Portlets (WSRP)] and [http://www.oasis-open.org/committees/tc_home.php?wg_abbrev=soa-rm Service-Oriented Architecture Reference Model TC]s . These activities contribute to improving interoperability of vocabularies and data models from different disciplines, as well as the fidelity of communications. &lt;br /&gt;
